The reason why the name is "My" Document is because it is personal, no other users in the computer could access "My" Document. But an administrator account got to have full access since they have to take care of everything, so an administrator can open other users My Document, but not through his My Document, but through C:\Documents and Settings\\'s Document (by default)

When you delete a user account, Windows would ask you whether to keep his/her documents, if you keep the document, you can recover those documents through the folder above.

For every user account created and logged on, Windows creates a folder that holds everyone's settings. Individual Favorites, Desktop icons, wallpaper, screensaver, etc are all stored per user. It also creates a 'My Documents' folder for each user and that is folder is that comes up when that person is logged on. If you have logged on as a different user, then your 'My Documents' folder will be empty. If you were to look for your other account name in the 'Document and Settings' folder you should fine your documents (assuming the profile folder is there.)
