possibly, seeing the file name, it is an installation log file for Windows Update for the Update KB927978 (http://support.microsoft.com/kb/927978 )

This file and the folder may be safely deleted.

Edit: after reading the KB entry for KB927978 in more detail, Microsoft admits of making this log for the KB installation, and they say this file and the folder can be deleted safely.
