I'm not sure how ethnic you want to get, but I'd recommend:
1) Queen of Sheba - Ethiopian Food ($10/head)
2) Nicholas (Lebanese) - $7/head
3) La Sirenita (Mexican) - $4/head

Personal fav is the Old Spagetti Factory - lots of great food at a can't be beat price. Not quite as 'ethnic' as some other places, but still a good variety and great ambiance.
I've also heard the Tik Tok on 82nd in SE Portland is good and cheap.
