Your PC should be able to play any DVD that can be played on a normal DVD player...as long as you have a DVD drive and not just a CD drive. It is possible that the format of the video is something that your computer cannot interpret, so you may need to download and install what is called a 'codec' for that specific format.

If you are talking about a DVD you recorded, you can finalize it on the recorder you burned it on and it should be readable on any DVD player.

If you mean that you don't have a DVD player on your computer, just a CD drive, there is nothing you can do that will make it readable on your computer unless you install or connect a DVD player on it.

If your PC has a DVD drive, you should simply be able to insert the DVD and play it.
