Dude step out of 1995, seriously. I am black all day long, and I haven't heard that in a while. When people did use it, it was mostly as a joke because Martin Lawrence used to say it when he did his character Shenaenae. So when people said it would it was mostly to pretend like you were the character or that you were offended by something someone said. Maybe it would be appropriate to say it now to you.
I think I might have heard a couple of gay people say it in a few yrs, but that's about it. You should have asked this question like ten years ago, you obviously don't know too many blacks, and the ones you do are probably out of style. Also not every black person talks the same way, do all white people? No, so don't group everyone together like that it's rude.

Which African/Americans are you referring too? I can only assume you are speaking of the people you hang around. No one uses that unless they are joking and probably trying to scare you into believing something is about to happen.

it's just a manner of speaking. Another thing I hear a lot is 'Like I said'. lol. I always say ' I know you said it but can you say it again?'.
