The "Soup Nazi" is a fictional character in the "Seinfeld" Television show.
The term may be used to describe real world people working in School/Hospital Cafeterias Or Greasy Spoon restaurant's. That are on the Nasty side of demeanor. Similar to calling a Mean Nurse at the Hospital "Nurse Rachet" another fictional character from a movie.

He is a character in the TV show "Seinfeld". His soup is supposevly the best in town and he will not sell his soup if a person makes him mad. "No soup for you!"
