In order to see any inmate you must apply to be approved and undergo a background check, but Charles Manson is in solitary confinement in San Quentin, he's not in with the general population for his own safety, I don't know if he is allowed visitors.

My friend's brother was in jail and he had to turn in a list of approved people. I am not sure if the same applies for prison.
Mr Manson, I am sure gets tons of people that want to talk to him face to face. He was made a superstar by the media.

I seriously doubt it, unless you are family, legal, or assisting with personal business matters. I'm sure they avoid letting just anyone see old Charlie for security reasons.
