Last year we had 2 sibling cats pass away. Over the past year, my spouse and I have both seen the ghost of 1 or both cats. At first it didn't bother us,but now the ghosts are here almost daily. They have started to harass our other cat and 2 dogs. We have gotten 1 new dog since the cats had passed away. The Ghost cats seem to be scaring the new dog a lot. I also had a bad experiance with the ghost cat on the stairs. The ghost cat appeared an spooked the dog and cat which in turn made me fall down the stairs, injuring my ankle. Enough is enough, how do I make these ghost cats leave the household alone? Thanks.

We(my spouse and I) have both politely asked the cats to move on to Heaven and stop scaring us and the other pets. That worked for a few days, but then they came back and have become agressive it seems.

Sounds like it is time for the pet psychic. Look it up on the net as there are several good ones. You can even buy their books on the subject.
I do believe our pets have souls too. And they dont always pass to the light as they should but most psychics can help to this.
To have peace in your home you need to get their souls where they should be in heaven.
My dog "sugar" passed away a few months back. We had just moved to a new city and new home and she had only been here a year. But she was happy here chasing quail and rabbits. Far better than our old home of 3 years where she lived on a huge deck with a flower bed for her daily roll in the dirt. She was very happy at the new place since she is a big part, Yellow Lab. She passed away at 15.
Now here is the funny part. A week after she passed on, I was in my bathroom and heard her usual whimper to come in and it was coming by the back door where here dog house was. It was loud and sounded just like her special whimper. I opened the door and no one was there except her house. This happened 3 times in a week.
Then once evening I was laying on the sofa alone with my head right where her pillow used to be and what did I hear? I heard her snoring just like she used to do. It was amazing. I listened to it for 15 minutes knowing she was home for a visit. My heart was joyous and sad at the same time.
Our pets connect with us again in heaven, all your pets. So we need to make sure they get where they are going and where they happily wait for us. Your two cats were a part of your life. They only want to be with you and come for a visit. Tell them your feelings for them and ask them to go to heaven and you will see them there in time. This might be all it will take. It worked for me.
Sugar no longer visits but rests in my heart.

You will have to communicate with the cat(s). The easiest way to do this, if you can, is when you are asleep or nearing sleep (if you have the control). Explain that Bast is waiting for them and explain why they need to go, or at least ask them to behave. Or you can do this when you sense their presence. I had 2 living(?) with me, convinced one to move on, the other has decided she is here to protect me. Cats can be very protective just as dogs are. Another person who answered may be right, they may not know they are dead and are going about a routine that they might do if they were here physically. My remaining spirit (PK) will show herself once in a while, I usually see her out of the corner of my eye. And she plays with my youngest cat (who is now 12). The only thing that disturbs me is when she rubs up against my legs like she did when she was alive. But after 14 years I have gotten use to it. At first I would stumble thinking it was one of my living cats and I was afraid of stepping on her.

Get a person who is spiritually sensitive enough so they can comunicate with the ghost. Maybe the dead body of the cat wasn't shown enough respect, maybe there is something wrong and the ghost remained on this plane of existence... usually it takes a ritual to allow the spirit to depart.

The poor thing probably doesn't even know he's dead. He's probably wondering why you're not giving him any attention like you used to - hence the more aggressive appearances.
I would suggest talking to him first before you go holding any seances or cleansing the house. His antics will probably stop as well as the appearances.

Lure it away with some tuna (I'm serious) then erect a spiritual barrier around your house to prevent it from coming back.

Hold a seance with a local minister. They should be prepped for humans, so cats will be no problem.
