Nothing, both are 10:30 AM but the 1030 hours is military time. The military time is written the same as the regular time until you get to 12 Noon then it goes 1300 for 1 PM, 1400 for 2 PM, 1500 for 3 PM and so forth.

What about Military Minutes?
Regular and military time use the same number of minutes per hour and they use minutes in exactly the same way. Military minutes do not exist and there is is no need to convert minutes when going back and forth between the two time systems.
People occassionally encounter time written in a format that appears to use minutes larger than 59 (for example 7:82 or 7.82). Time written in this manner is being expressed in decimal hours (hours and hundreths of hours), not military time. Converting from decimal hours to hours and minutes is a different issue than converting between regular and military time.

Nothing 10:30 am in army time is 1030 hours??
Army time is different it looses the am and pm so if its 7 o'clock at night then in army time it would be 1900 hours because its the 19th hour in the day

The diffrentce is that the 10:30 A.m. is on a diffrent time Zone thingy and 10.30 is basiclly army time or a opional way for some countrys to have time or something.

Maybe hes messing you about but I wouldn't know to be sure. The best thing to do is to ask him honestly whats going on. He could just have a lot on his mind or maybe hes trying to play heard to get. Tell him that its starting to bother you, if he gives you a recent answer and says hes sorry then he probably is but if he gives you some silly excuse then you'll know there's probably something wrong. if its 10.30 am that means its ten thirty in the morning
1030 hours means same but the the first will become 10.30 pm but the second will become 2230 means ten in the night
