every time i restart this pops up svchost jpeg.dll not found and i close it and it pops up again

SVChost is part of windows, SCVhost is a virus. It is easy to get the two mixed up. Since you want to stop it from popping up (yes, 2 p's) you probably have a problem you didn't state. Give some more info and you'll get a better answer.

Ctrl + Alt + Del, Processes, click svchost.exe, then End Process.
Of course, I think this may be an integral part of Windows - if so, it won't let you terminate the process.
