Does anyone know how to steal cars and how to make water baloons?

In the game you can't steal cars. Only bikes. I don't know about your second questions.
BTW You can also try to steal little motor scooters but everytime I try to there is always the police or any other students who knock me off the scooter. But in one mission you get to drive it.

Not possible to steal cars, only bikes and scooters.
In Bullworth town, go behind YumYum market, jump over the wooden wall to the right of the store. Climb up the ladder and a guy up there will ask you to throw water balloons at people. If he is not there yet, come back every once in a while till he is. Once you get water balloons, go to any sink, water fountain or hose, select "turn on" or "drink", then he will fill the balloon.
