in my experience, if a bra's too small you'll just sort of fall out of it and look funny. if you must, look into a padded bra, just nothing too drastic... or better yet, just be comfortable with your size.

i guess the depends on your size but i'd generally advise against it.
it often looks 'odd', and can sometimes cause you pain/problems.
best advice for flattering what you've got is simply to buy expensive, good fitting underwear, and shop around for a style/cut that suit you.
cheap stuff is rarely flattering, but the right style can work wonders.
if you genuinely need some 'oomph' try an uplift bra of some sord (wonderbra / gossard, etc)
but make sure you get the right size, you might regret it further down the line.

No. You'll get that ugly quadro-boob effect, ya know, when they poke out the top of your bra like an extra set. Just get a padded push-up bra.

No do not do that. A bra that is too small could cause damage to the breast tissue. Look for a "WonderBra" or a push up or water bra.

Smaller bras may make things appear bigger, but they are not healthy. women who restrict their chest in this manner are more likely to get breast cancer. It is not worth risking breast cancer for fashion to me anyway.
It sounds silly actually. small bras are uncomfortable.
