I suggest him trying Mario Kart: Double Dash, Animal Crossing, or maybe Hravest Moon. Mario Kart is a racing game with Mario characters and you can race up to 3 other players. You can also play on the same team - like you can drive and he can throw the powers. Oh, powers! They're not violent, just things like a banana peel or a koopa shell. Overall, it's a very good game to play with friends or just by yourself.
Animal Crossing is a real-life sort of game where you live in a town where the inhabitants are animals. The point of the game is to pay off your debt and make your house larger. The point is a little advanced, but the actual gameplay is very easy. You make money by fishing, catching bugs, doing favors, and selling items. It's a good way to learn about basic economics.
In the Harvest Moon games, you play either a girl or a boy (depending on the game) who is making their own farm. You plant crops, raise livestock, fish, gather wild herbs, and mine to make money. It's very similar to Animal Crossing, but's a little more advanced.
Those are the only three games that I know well enough to suggest for a 4 year old, but I'm sure there's plenty of others. Anything rated E or lower should be okay. When he gets a little older and can stay interested in a story line, something such as Paper Mario or Pikmin could teach him strategy.

Mario Kart - Hands down THE best game for a young child to have on Game Cube. My four year old loves to play it. Eventhough her 7 year old sister beats her every time!

Umm...Like 95% of the games should be alright. If you got an X-Box or something you'de have to be careful, but most games should be alright.
