When you say fluff are you referring to lint or the fluffy nature of the laundry.
The lint is loose fabric pieces from clothing
The fluff is the tumbling of the clothing in the laundry and air. When you tumble something around in the drier it loosens up the fabric and its components by allowing it to float free. This makes it feel softer and "fluffier"

Lint is tiny pieces of fabric that pull free as clothes tumble dry. If you have pets, you'll also find pet hair in the lint. By the way, you don't really think that washing them removes ALL dust and dirt, do you? Some of it floats around in the water and sticks back to the clothing rather than draining out.

That fluff is your clothes slowly disinegrating. You will notice that you have more lint when doing towels and over time your fluffy towels barely dry you off. That my dear is the lifecycle of everything we place into a dryer. Hanging clothing to dry will give save the items for longer usage.

From the fibres that your clothes are made of. You may have noticed that after a number of washes and drying your clothes get thinner, that is because of the fibres than loosen during wearing, washing and drying. In other words they wear out.
