The Government's Vehicle Inspectorate handles this. If you wish to report a smoky diesel (lorry, bus, coach or other public service vehicle) then certain essential information is needed. It is not possible for the report to be followed up without full details.

To make a report you will need:

Vehicle registration number
Type of vehicle (be as specific as possible)
Date smoky vehicle seen
Time smoky vehicle seen
Exact location vehicle was seen (road and town)
Name of vehicle's operator (company or owner)
Then telephone the Vehicle Inspectorate on

0870 6060440

You will also be asked to give your own name and address (to help prevent malicious reports). This will be kept in confidence.

Just call your City Hall or maybe the Police Department, NOT 911! Know this, Diesel engines produce a lot of smoke when the weather is this cold! The smoke is unburnt fuel. So make sure you know the whole story before you go stiring up a bunch of sh,it. The smoke you see may just be on account the engine not being up to temperture yet.

Not exactly sure but you do know that diesel engines are prone to smoking especially the older they are. Now if its a safety hazard meaning you can't see while driving behind him call the police that's a danger to other drivers.

Leave the poor van driver alone, he/she's got enough trouble as it is by the sound of it without being prosecuted as well.
