Start --> Settings --> Control Panel --> Sounds and Audio Devices. In the window that pops up, look under the "Sounds" tab. There are sounds defined for the "Start Windows" event and the "Windows Logon" event that you can change according to your preferences.

It's very easy. First, you need to find a nice tune for the startup. It must be a ".wav" file (you can cut/convert mp3's to wav's using any sound editor software), it must not be lengthier then 15 secs (or you'd hear chopped sound.)

The procedure is: go to Start > control panel > sounds, speech.. > change the sound scheme. Then in box with a list, scroll down until you find "Start windows". select that and under the box, there is a combo box that shows the sound for that event. Click on browse, and then choose the .wav file. select OK and you will see that the sound name in the combobox has changed. hit ok on restart windows to hear your new start-up tune!

You can also download ones off the internet. Some you can even start it with your favorite song and if it gets annoying, you can just uninstall from add or remove programs or change the theme if it sets it that way.
