Ok...first, contact the nurse manager of the floor your sister is on. Write a formal letter of complaint. Find out what the nurse staffing ratios are like. If they are short staffed then the respnsibility falls on the nurse manager. It is her job to make sure there are enough nurses to take care of the patient load. Next, you need to make a complaint to her boss which is the director over the department. Next, you make a complaint to the DON. Which is the director over all nursing staff. Then, you make a complaint to the CEO of the facility. You just keep making a big stink about it. They will hope that you will eventually let it go, but do not. Tell the CEO that you will go to the paper and contact the local news media about your experience at their facility if you have to. That ought to shake things up a bit and the they will have to act on it.
The problem now a days in these facilities is money. Nursing costs the facility a lot of money out of pocket. So, where do you think they are going to make their cuts in order to save a buck or two?By cutting the nursing staff they are putting more patients per nurse. The nurse is now taking care of 8 patients instead of the recommended 4 patients per nurse. The numbers vary per type of patients mind you. This in turn creates a very dangerous environment. Management would rather compromise patient safety in order to save a dollar. But, they don't have a problem giving themselves a raise. It all boils down to greed. I would not let this go.

Contact the hospital and ask to speak to the doctor in charge of the emergency room. Ask to make a formal complaint to the board about your sisters lack of timely treatment and their total disregard for her welfare. If you get no satisfaction SUE THEIR ASSES!! You may have mediation in your state or a limit on what you can get but it may cause changes so that doesnt ever happen to someone again.

It depends upon the state that you are in. Your best bet is to get online and do a search. I would also request to see someone in hospital administration, to write a written complaint to the CEO & hospital administrator.
