What size is your aquarium? That is the important question. DO NOT get another fish unless you want to watch it die. It will. That one fish shouldn't even be in there yet. Your tank isn't cycled. You're going to need to do 25% water changes probably evey other day while your tank cycles so that one goldfish will live.

Depending on the size of your tank, that will determine a filter. In general, goldfish are messy, so I would recommend a minimum of 10xgallons per hour. So if you have a 10 gallon tank, your filter should be a minimum of 100 gph rated. I'd get 150 with goldfish. They shouldnt' be in anything smaller than 20-30 gallons (1-2 maximum) but for a while, they'll probably live in a smaller aquarium. If you have a 30 gallon tank, get a 300-350 gph filter. As I said, goldfish are messy.

Don't buy another fish. Read about fish before making any more impulse buys. Do your research.

how big is the tank? all tanks should have filters because it would be a huge hassle to change a big tank.

if the tank is big enough for 2 goldfish (30gallons if they're fancies, and they should be in a pond if they're commons) then I really can imagine you doing a full water change every week so you don't need a filter. if you buy a power filter by a brand like whisper then they will say something like for 10-20gallon tanks" for a 30gallon tank with 2 goldfish you'll need one for a 40-50gallon tank.

you really really really shouldn't put any fish in the tank unless it is cycled, as the person above me said.
this should tell you everything you need to know about how to do a fishless cycle and make the tank safe for your new fishies: http://badmanstropicalfish.com/articles/article14.html

if your tank is smaller than 20 gallons (while a 30gallon is recommended you can pull off a 20gallon tank for two goldfish and have them be healthy if you stay on top of levels of ammonia, nitrate, nitrite, pH... so you'll need a test kit)

good luck with your new fish!

Hold off on your fish! If you do not cycle your aquarium, it will lead to your fish dieing.
You cannot just dump fish into a new aquarium itneeds to cycle.
Read this first:

A filter for gold fish as well is a must! Gold fish need dissolved oxygen and only a moving water filter can provide this. Your tank should already be set up and running with no fish. When your water quality levels are suitable, you can add your fish. PLEASE read the cycling aquarium link I have given you before you buy your fish.

A heater isn't necessary for gold fish, but a filter is a must.

Yes, you will need a filter for goldfish. They are rather large fish and produce quite a bit of waste even for their size.
