I live in america, and am thinking about buying a 360 from a guy in london. Will it work with american games?

Yes there is a difference.....the Toggles and buttons are on the opposite side of the controller. lol

You better make sure the power plugs are the same. Europe has different size outlets, so make sure that you get the right kind or you're screwed!

No there's no difference because they're both made in Asia.
