These were promotional tokens, much like our coupons we use today. Stores would give these away when you bought so much merchandise from them.

If all it has on it, is a date and good for 5 cents in trade, then it is what is called a "maverick good for." Maverick meaning that with out anymore info, it would be almost impossible to figure out who made it and for whom.

Nothing in U.S. coinage. sounds more like a "trade" coin. Privately manufactured for maybe a store to use with their customers. (to keep them coming back!)
