Isn't it time to re-introduce standing areas?

Surely it's time to re-introduce standing areas to football grounds in the UK. We're always hearing about the disasters at Heysel and Hillsborough which were terrible events, but how many thousands -if not millions- of matches have there been in the past where there were absolutley no problems with standing areas?

The problem is not standing area causing problems which they do but that when a problem occurs it is worse in a standing area.
