In Plessy vs. Ferguson the US Supreme Court ruled that the Jim Crow law doctrine could stand. That states had the right to force the seperation of black and white citizens by segregating them into seperate rail cars, hotels, restaurants, water fountains, etc. The court ruled that this legal doctrine did not conflict with the the 13th Amendment.
