Try getting an air pump. Change 25% of the water every day until this resolves. Also, you might want to check for amonia. Changing 25% of the water daily will help add oxygen as well as dilute amonia.

Fist off 10 liters is way to small for two gold fish. They are pond fish and require 1 sq ft of surface water per inch of fish. With that said, gold fish are also air suckers and are known for gasping air. Usually they do this when water conditions are not optimal.
Gold fish requie higher concentrations of Dissolved Oxygen. This is not added into the tank by adding air stones or bubblers. Dissolved oxygen can only enter water by movement of water. Filters, waves, fountains etc. Test your water quality.
The quickest and easiest way to add dissolved oxygen to your tank is to drop the water level in the tank about an inch. Allow your filter to "dump" water into your tank. This will add lots of dissolved oxygen to the tank. Let it run this way for about a day. When you top off your tank, your filter should ripple water across the surface, not just pour waterinto the tank.
Plants are fine for adding dissolved o2 to your tank, but there could be a water quality problem. Check the water out. Your nitrate levels could be spiking.

If your goldfish are poking their heads above the surface it means only one thing - they don't have enough oxygen. Either you need a larger tank or the water temperature needs to be lower (warmer water can not hold as much dissolved oxygen). Keep in mind that goldfish are NOT tropical fish so will do very well in temperatures below 70.

they can get all the oxygen out of the air really fast. 2 goldfish in 10 litres should probably have the water changed every other day especially with no filter. i have no idea why they would only do it while you aren't looking. maybe they are still kind of scared of you. 10 litres would be good for 1 goldfish while he is small. for 2 it is kind of cramped and its going to take extra care.

My friend has gold fish in a 1 gallon tank. Pepper, the fish, always comes up to the surface for air. It isn't a big deal. Pepper has lived over a year and is just a gold fish which is weird.

Are u smoking around the tank... they my be trying to inhale ur smoke. U have nicotine dependant fish. My advice is to spend time and get to know them, that way u can enjoy ur smoke breaks together, instead of them smoking behind ur back.

a common behaviour of theirs to poke their heads out of water, but it is okay it its for a short while other wise their is sum problem

Just poke them in the head once or twice (maybe more as fish are really stupid animals) and try to dunk them under.....Also it is fun to see how long you can make them hold their breath for....Just an idea..... Really, they are just being fish, leave them alone.
