Here in Britain we have to live with the idea that the country was once glorious. Yes they did have an empire but I tend to agree with the end sentiments of your question. One man's 'glorious' is another man's nightmare. Sadly some people in the UK still believe they're a world power.

--If you are talking about the ultimate, it would have to be that of God's Kingdom, a real heavenly government in which Christ is the main ruler!

(1 Peter 2:9) “9 But YOU are “a chosen race, a royal priesthood, a holy nation, a people for special possession, that YOU should declare abroad the excellencies” of the one that called YOU out of darkness into his wonderful light.”

--So there is no reference to any nation on earth having the perfection of rule as the Kingdom by Christ--The very same we pray for in the Lord's Prayer.."...Thy kingdom come thy will be done on earth as it is in heaven" Jehovah God did not create humans to rule other humans, he tolerates earthly rule for a purpose!
