well a few days back i was just messing with my styler toolbar and i found the vista skin files for the toolbar....i dont mean windows vista...i downloaded it seprate for windows xp....

the images used to skin the toolbar i put it in a picture box in vb.net and changed the background color and the image tint / color changed like it was semi transparent and it changed to a bit like the background color now i think the png image was saved semi transparent....how can i make my own images semi transparent without the need of photo shop or somet big and expensive...

I believe GIMP supports PNG with background opacity.

The PNG and GIF image formats support transparency quite well. Since most images are 32 bits per pixel, they all support transparency, but few image formats provide support for the alpha channel (which seems dumb to me, it's always going to be there....).

GIMP is a good free alternative to Photoshop.

Use Gimp, it's free and comparable to PhotoShop.
