Try these steps in order, one at a time, and you might fix it very quickly. 1) Make sure the shutoff valve under the toilet is completely turned on. Rotate it counter-clockwise until it stops. 2) Adjust your fill valve in the tank so that it flows water in as fast as it can but still shuts off at the proper level. You may need to play around with it to understand how it works. If it has a ball float there is probably a screw on top of the mechanism that will increase flow and the level can be adjusted by bending the float rod.
If these don't work, replace the fill valve. A Fluidmaster is the most versatile one you can get and even some drug stores sell them usually for less than $10. Even for a novice, if you can read directions, it should take you less than 1/2 hour to replace it. While you are at it, remove the flapper at the bottom of the tank if you don't think you can remember what it looks like, take it with you to get a replacement and install it at the same time. Then you should have a trouble free toilet for several years and save yourself quite a few dollars.

The reason for the vibration is from water hammer. Check the flush valve on the downstairs toilet. When the noise starts lift up on the float if your type has one or shut the angle stop off at the toilet. This will hopefully isolate the problem then you can repair. Easiest way to explain it is that is just gets worn out. Happens alot with older historical type homes but have seen on newer homes. Hope this helps good luck.

Yes, the filler mechanism. Everyone should change out the contents of their tank once in their lifetime. Once you do that - you will never be intimidated again. If you live in an area with high mineral content water - it will save you on plumbers. Wal-Mart sells the complete kit for standard toilets. You got a Kohler - go to Lowes / Home Depot and buy more brand specific.

Yes, you need a new filler mechanism.
Take a pic of the inside of your tank and go to Home Depot.
It should cost about $14 for a whole new mechanism.
