What is the best time of year to have windows replaced or insulation added to a home?

I live on the east coast, actually about 2 hrs from DC. Is there a best time to have these home improvements done?

Windows replaced when the temperatures are moderate. Attic insulation when the weather is cooler for the sake of you or the installers.

Probably when the temperature is 60 to 80 degrees outside. After the winter season is over. Consider saving now for the task.

Do it in weather that is not cold or raining. You'll get a much better job done and you won't have to be cold while they are working.
