Mod files are files (( things )) that can be added to a game. For example I play the sims 2. I go to modthesims2.com to add things like cars, building supplies, clothes, and much more. Your just adding things to your likings.
It's kinda hard for me to explain, so I hope what I wrote helps you understand more.

Mods or modifications are files you add to your hard drive in order to allow you to cheat. Are you a cheater!?!? NOOB!!! Don't mod, it's lame and ruins games.

My son "mods" Halo all the time. To me, if you have to CHEAT, don't bother! But, to answer your question, mods are "modifications" that you make to the original program.
