Do research on your specific type of fish -- they usually swim at different levels of the tank, and maybe yours are bottom swimmers. Also, maybe the tank isn't "interesting" enough for them: maybe some fake plants, or rock formations, or other decorations might make them more interested in looking around. Is the tank big enough for them? Do they look healthy and are they eating? If not, they might be sick.

Try turning up the heat in the tank. They may be cold and trying to preserve energy.

tropical fish are more active than cold water.
but I'm not sure of your situation.
maybe check for diseases as well.

if the water is very cold they will stay at the bottom ,its warmer at the bottom than at the top.
