That is Lake Baskunchak, and those structures are related to salt production. Nearly 80% of the salt production in Russia is located there.

Cool...it looks like a frozen lake that has had lanes cleaned off for skating.

It appears to be near Volgograd on the border between Russia and Kazakhstan.
