Commercial face washes irritate my face and make it dry, while all natural Burt's Bee cleanser makes my face greasy. Is it a good idea to try to wash my face with diluted with water Apple Cider Vinegar, or oats? Maybe there is something else that I can cleanse my face with?
I normally used just water, but after I started using face washes and creams, my skin lost its balance and it gets either really dry or really oily.

No, no makeup, now! I started using face washes because of makeup, but I led my skin to such a condition, that I am afraid to touch it!

If you used just water before you started using face washes, does it mean that you're not wearing make-up. Because if it's the case, you could start using only hydrosol (aka floral water) like lavender, rose or witch-hazel. Just check that it 100% natural and doesn't contain alcohol. They balance the skin and soothe it.
If you started wearing make-up in the mean time, then you still have plenty of solutions, none of which are sold in the beauty aisle of your department store. Yogurt, milk, rhassoul (a marvelous clay from Marocco), oil (the best make-up remover for oily skin AND dry skin), and true natural hand-made soap (it has nothing to do with the chemical laden soap you find in the stores) are gentle and effective solution.
You can make your own personal combination. For instance, you can infuse lavender or rosemary or rose petals in cider vinegar. Then use a spoonful of this special vinegar, mix it with hydrosol, mineral water, add a pinch of rhassoul or kaolin (or any clay you like), a dash of jojoba oil which suits any skin type and there you have a lotion that can be used on a cotton ball to swipe over your face and eye. If you add a dash of natural liquid soap (like Dr Bronner's) you have a rinse-off formula that won't dry your skin up.
Forget any product that comes from the drugstore because chances are that your skin doesn't stand the chemicals that are used in EVERY single formulation for the skin (wether it's Aveeno or Chanel, there is no difference).

I have the same problem. The most gentle product that I found and absolutely love and will not replace is Cetaphil. This product is a God given to people who have allergies and sensitive skin-

Use a face wash for sensitive skin.
Aveeno has some great products.
They sell a body wash with oatmeal in it.
I don't know if there's a face wash, but I doubt using a body wash on your face would hurt!

Have you ever tried a glycerin soap free of animal fats? Usually works great for me.

My skin is like that too, and i use Cetaphil, it works great and doesn't dry your skin or make it oily.

Well my skin is like that and I use dove body wash & lotion.. And it helps my skin if you didn't try it yet... go for it.
