Many books and papers cover the subject yet I do not know of any one person that will proclaim the discovery. The RAINBOW is mentioned in the Bible so would the author be the discover? No. It is just one of those things that has been around a very long time.

Hey, it was proved practically by Indian scientist C.V. Raman who introduced the Raman effect.
He got a Nobel for it too.
