De install windows2000 and reinstall it again or switch over to Window XP. Load the antivirus software and keep it updated everyday before you access the Internet.
Reinstall MS Office and get Microsoft Outlook configuration done again for solving your email problem.

You've got spyware/adware on your system which works a little different that viruses.

You can download free spyware/adware removal software from any of the following links. I sugges you download at least two and run one after the other. The reason for this is that one might pick up an infection that they other one might not.

http://www.ewido.net/en/
http://www.safer-networking.org/en/download/index.html

you should be in good shape after running two of the above.

You got spyware!!! Welcome to the Internet Era. If you can still surf the web....go to www.bitdefender.com and run the online scan provided on there. This will scan your pc for free through the web. Another website is www.ewido.net. This will take a while once it starts....If you can't go to the websites....reboot your pc, hit F8 and it takes you into safe mode with networking. Hopefully this will NOT load the spyware and you can then go to the websites listed.

There's a real good (and FREE!) virus scanner called AVG Free at www.grisoft.com. Sounds like you have a whole mess of viruses, if that doesn't fix it take it to a repair place.
