to become a witch you nedd to master a few basic techniques.
You need to learn how to ground & center
http://www.robinwood.com/LivingtreeGrove/Magic/MagicPages/GroundCenter.html
you need to learn how to raise energy to empower your magic
http://www.angelfire.com/on/wicca/RaisingEnergy.html
you should also learn about astrological correspondences, planetary hours & days of the week.
http://www.magick-whispers.com/astrocorresp.htm
http://www.renaissanceastrology.com/planetaryhoursarticle.html
you also need to resarch what type of magic or witchcraft you want to learn.
Do you want to learn how to cast spells?
then you need to learn about the witches pyramid
http://www.angelfire.com/realm2/amethystbt/witches2.html
you need to understand it fully.
You also need to learn about acting in accord
http://books.google.com/books?id=ddAeH92T-b8C&pg=PA190&lpg=PA190&dq=acting+in+accord+magick&source=web&ots=JpwE1m-3tv&sig=j0RPWTepZUxD63JgBH_cr1RbGbs
you must also understand the ethics of the magical system that you will be working within...
these ethical systems vary greatly from the wiccan ethical standard "do as thou will as long as you harm none" (also known as the wiccan rede)
to Thelema's ethical credo "do as thou will shall be the whole of the law, love is the law love under Will"
other magical systems have varing codes of ethics... I have been known to say.."do as you Will and suffer the consequenses" but other practices such as Stregharia, Santaria, Vodun, Candoble etc...each is going to have their own version of ethics...usually involving some sort of reciprocity sometimes three fold, sometimes 10 fold...sometimes more well then you can imagine... if you break the rules...
there is only so much you can learn form reading & practicing on your own, eventually you will hit a wall where you can advance no further without a mentor. Networking will become very important, so that you can learn about the local magical community. find a group or person who you jibe with. Networking can be done through many outlets, attending public classes or rituals through a local shop or unitarian church, http://witches.meetup.com/
or here:
http://www.witchvox.com/xvn.html
or even your local yahoo pagan boards.

First question I have for you is, why do you want to become a witch? If it's because you want to look cool and shock people, you'll be horribly disappointed. There's a lot to be learned about being a witch that a silly phase wont let you discover.
The first lesson about being a witch is the understanding that everyone possess the gift to be one. No initiation into a coven is required. You also learn by reading books and thinking objectively. If this is too boring for you already and you don't have the patients to learn before you practice, then you should forget the whole idea right now. I don't say this to be mean, but the witch community already has a lot of bad apples that have refused to learn, and those few are the ones who give us a bad name.
However, if your heart is in the right place to learn, the first book about witchcraft I think you should read is Scott Cunningham's "The Truth About Witchcraft Today". It's an introduction and a beginners guide. It's surprisingly a very light read and affordable. I left you a link below to order it online.

First off, Wicca and witchcraft are NOT the same thing. Most Wiccans are witches, but not all witches are Wiccans. Witchcraft is a technique, like prayer, that can be practiced within many different religious contexts -- or sometimes with no religion at all.
And the answer to "How can I become a witch?" is: you study witchcraft and you practice it.
Witchcraft 101 would go something like this, at least as I was taught: All things in the universe are interconnected by energy, which some witches (including Wiccans) perceive as Divine in nature. This is how witchcraft works: by focussing my intent, and using sympathetic correspondances (certain herbs for courage, for example), I can create an amulet using those herbs which will stimulate courage in the person who wears it. Similarly, by using a lock of hair from a person who is ill, I can (with their permission) set energies in motion that will help them to heal.
As a Wiccan, I operate by the Wiccan Rede: "If you harm none, do what you will". I also operate by the Law of Threefold Return: "Whatever you do, for good or ill, comes back upon you three times over." To me, this is one of the most important things to keep in mind about witchcraft: It is NOT a game, or a toy. It is a serious process of setting energies in motion, some of them quite large. And if you're not careful, the backlash can be very nasty.
Say, for example, you do a spell to get $2000 to pay a bill, but do not specify "with harm to none" or any other conditions. You might end up getting that $2000 dollars -- because you slipped on some ice, broke your arm, and are getting an insurance settlement worth $2000. Each spell has to be carefully thought out and prepared, and executed with focus, or else nothing at all is going to happen.
Witchcraft is not something you learn how to do overnight. It's a process of becoming attuned to yourself and the universe around you. One of the first lessons any Wiccan is taught is: "Know thyself." This isn't easy, and often it isn't pretty, but it IS necessary.
If you have any further questions, please feel free to email me.

Every time I hear this question, I have to say this. Are you really sure you want to do this? Think long and hard. Its not a game. Many young people say they want to become a witch just so they can get back at parents who deny them frivolos things, or kids are teasing them at school. Witchcraft is a serious thing. You CAN make things happen. Despite the disbelief of others. If you are really sure you want to pursue this, then I suggest you read. Read, read, read, read, read. Read everything you can get your hands on. Decide on what kind of path you would like to take, and read some more on it. Many will tell you that it should take you about a year and a day to study before you do a dedication to this. Some say that this is just the minimum. You don't have to do a dedication if you don't want to. I have been studying for about 4 or 5 years and I still have not done a dedication, of course I do not believe I need to do a whole ceremony thing to prove to myself that I'm dedicated. But take some time and really think about it. Do some reading, and you don't need to run out and buy every tool they say a witch needs right away. Tools are just to amplify energy already within you. Good luck hun.

That all depends on what "kind" of witch you want to be. I'm not talking about a good witch or a bad witch, that is a common misconception, I mean what is your purpose for wanting to become one? Are you looking to cast spells, or are you wanting to be a witch for spirtual reasons?
Like a few people have said: Read. Scott Cunningham is a good start. Read some more. There is no such thing as knowing or reading to much. Follow your heart and what your inner most thoughts tell you. Find groups in your area and connect with people who have the same thoughts and ideas you do. Becoming a witch is NOT an easy task, there is a lot of learning to go along with it, but if you are serious about it it will be worth it in the end.

My advice to you is to research on the internet what it means before you decide to become it.
Do a search for Witchcraft, Wicca, and/or Pagan.
There are about a million or more sites, pick 50 of them and read every page they have.
Then go to the book store like those ladies above said. That Solitary Practitioner book is written by Scott Cunningham. You can also read Amber K, SilverRavenWolf, Lady Sabrina, and on and on.
If you are between the ages of 12 and 25, then I highly recommend Grimoire for the Apprentice Wizard by Oberon Zell-Ravenheart. It covers everything you could want for a beginner and he even has an online school: www.greyschool.com. If you are under 18, your parents must sign permission before you can enroll in the online school, and there is a small fee, but it's a good beginning program.

That depends on what you define as a 'witch'. If you think witches worship the devil or act like the ones in "The Craft", then sorry can't help you there. But if you are serious about it in the context of pre-Christian paganism, then I recommend the book that got me started on this wonderful path 10 years ago: Wicca: A Guide To The Solitary Practioner by Scott Cunningham. I am not Wiccan now, I like to call myself Pagan, but this book was the stepping stone.

Find the contact number of your local group of Wiccans, and join them. I know quite a few witches.
