block pictures/ video/pop ups etc.
2. Under best condition/s I could download 1 Mb in 3 minutes
Search for program Tweakdun in Google or Yahoo.
It can change some settings and speed up a little.
3. Do not open more than one web site.

There may be hidden programs that are access Internet such as windows update. Use a firewall to restrict those programs. ZoneAlarm would be a good solution.
