From what I can find, and the info is sketchy, it was a British children's program produced around 1974, give or take a year about a bear named Teddy Edward and his friend, Jasmine (a bunny). Here's a list of the episodes:
1. The Gardener
2. Snow
3. Hide And Seek
4. Rain
5. The Visitor
6. Farm
7. Red Indians
8. Sandcastles
9. Jasmine's Present
10. Contraption
11. Picnic
12. Dream
13. Cornfield
Unfortunately none are available at this time on DVD.
Yoshihiro Sekiguchi bought a stuffed "Teddy Edward," billed as the world's most traveled bear, in 1996.

There were so many shows and so few channels. Captain Penney, Barnaby, Woodrow the Woodsman, Franz the Toymaker, Houlihan and Big Chuck, Superhost, The Ghoul. Local shows in Cleveland, OH Captain Kangaroo, just about every Saturday morning cartoon, and yes, I remember the Banana Splits (Tra La La, Tra LaLa La. I searched, found, and downloaded this theme song earlier this year!) Jeez, I almost forgot Ultra Man. 1970's series is now out on DVD.

I too have a (very vague) memory of Teddy Edward. I remember that it was cute and he was a lovely gold coloured jointed bear, but not much else.
Look at this:
