According to Transparency International (an NGO based in Germany) Corruption Perception Index 2006, the top ten countries (least corrupted) are :
1st Finland
1st Iceland
1st New Zealand
4th Denmark
5th Singapore
6th Sweden
7th Switzerland
8th Norway
9th Australia
9th Netherlands
The bottom countries :
160th Guinea
Iraq
Mynmar
163th Haiti
The big boys standings:
USA -20th
UK 11th
Germany -16th
China – 70th
India – 70th (jointly with China and several other country)

That would be maybe Sweden, Finland or Norway. I can't be Russia, America or Israel, too many Jews. It can't be anything central or South America or Africa too many blacks. it has to be a white country without a lot of Jewish influence.

Tony Blair was recently interviewed by police, in a cash for honours debacle - that has led to many of his advisors being arrested..So definately not Westminster..
So I would say Wales and the Welsh assembly - which has had zero corruption since it's inception.
Nobody could seriously accuse any Welsh Am (Assembly Member) of corruption.

I definitely know it is not a Western country. They are all corrupt to their own degree. Anything in the ME is absolutely out of the question as is anything inside Africa. I would think the less likely ones would be Sweden, Norway, Switzerland, Finland or maybe even the Netherlands.
Outside of these places, none of them are.

I can't think of any. for the time being how about Iraq?
since the government is a puppet. so there's nothing much to corrupt.
