When you turn your heat on, you should here the compressor humming and the outdoor fan should also be running. You can also put your ear against the copper lines and hear the refrigerant running through them. It sounds to me like it is not running. I would call whoever put it in and have them look at it and prove to you that it is actually working. Heating with your electric heat strips is going to break you.

If the heat pump can not keep up with the demand then the electric heat strips will come on to help. If the outdoor unit is running and the heat strip are not on then the temp comming out of the vents should be around 90 degrees F

The people who gave the first two answers are on the right track. Get the installers back to look at it and get a second opinion if you don't get satisfaction. Unfortunately there are a lot of unscrupulous HVAC companies out there. If they installed your unit during the air conditioning season they may not have hooked up your t-stat for heat. This may have been an honest omission or they may have done it to insure a profitable service call about this time of year!
