The industrial revolution that started in England is the condensation of all kind of events that happened all around the world many years before. It is a compilation of knowledge in many science fields, as well as in art , warfare, etc, that came up all together at the same time in the same place, England. This event changed the entire world as it was known before. It probably happened in England due to the fact that it had presence all over the world, it was the superpower of the time. They had the money, power and culture developed enough to exploit this knowledge. But you can said that in places like Germany and USA, something similar was happening, at a smaller scale of course, so it didn't develope that fast.
Big inventions like the making of steel, gunpowder and therefore fire guns, the steam boiler, etc.. did not started precisely in England. For more information check the links.
