Apostrophe at the end (Presidents') means the day belongs to multiple presidents. The other way (President's) means the day belongs to a president. The first way is correct.

It's Presidents' Day because when presidents is plural it's Presidents' Day.

Because both George Washington AND Abraham Lincoln were born in February it was decided to give them a single holiday. Therefore, correctly, it is Presidents' Day.
