I always give it back.
1) It would be stealing not to.
2) The cashier is held responsible for the money in the register.

I usually don't pay for anything with cash (I love my debit card!), but when I do I'm more worried about getting the money into my purse and not holding up the line than I am about whether or not the change was right. I've lost so much money doing that.

Depends on if i get a thank you. One time the cashier didn't ringup something I was paying for, and when I told her, she just said oh and rang it up. That doesn't make me want to the right thing if I'm not thanked.

Give it back. Waitresses and cashiers are sometimes held accountable for shortfalls, you're only hurting the front line (who can least afford it) .

Depends on how much and where. $20 id give it back, 50cents I'd keep. At the bar I'd keep, at a nice restaurant give it back.
