its a fuse mate. there are different fuses for side lights high beam etc. It'll tell you on the back of the fuse box cover.

The fuse box is the first place to check.
Have a look in the handbook or workshop manual, if you have one. There may be more than one fusebox.
Sometimes there's one inside the car, and another one under the bonnet, near the lamps. I'm not familiar with the Polo, so can't be specific.
If all fuses are intact, it could be a switch or relay. You may need help from an auto electrician.

Not nessecarilly a fuse, sidelight and headlight bulbs are not usually put through same fuse. Sounds like it could be a switch fault. Start from the beginning though and check the fuse first. If you're car knowledge is slightly lacking don't you have a mate who could then check the switch out for you and go from there?

First check the bulbs if your main beams work it could still be the bulbs as most headlight bulbs work on two separate filaments one for the main beam and one for the dip, sometimes when a bulb blows it also blows a fuse so check that as well.

Yes. Most modern headlights have a separate fuse for high and low beam. Look in your owner's book for the fuse map.

i bet its the bulbs as both dip lights are not put throught the same fuse. always start at the begining!

personally i would check the bulbs first bulbs can blow anytime then i would check fuses doubt it will be fuse as h/lamps are separately fused if not bulbs or fuses then i would suggest you replace the switch

The handbook should tell you how things are grouped for fusing, or you can examine them all visually. Otherwise, it is a job for a professional.
