First of all turn off the water to the toilet. Then make sure the stopper is in place in the basin. Turn the water back on to see if it still continues to run (not letting it overflow). If it does still run to a point where it is getting ready to overflow again call a plumber

Lift the lid on the back (not the toilet seat) and make sure the rubber stopper is down. At the back of the commode is a knob which you should turn until the water stops. Then use a bucket to lower the water in the commode. Get some towels for the floor. Poor water down the sink or available unclogged drain. Water should be about three inches from the top before attempting to use plunger again. If this does not work call your super or a plumber.

Shut off the water. The valve should be under the tank. Once you have the water shut off, try the plunger again. The plungers that have the fold out cup work best. If that still doesn't work, get some rubber gloves and reach in and up over the bowl outlet. Large stuff can get caught there. Like toys, toothbrushes, combs etc.

Well, if water was going all over the floor, the first thing I'd do is shut off the angle valve on the wall to stop the water from going to the toilet. That will give you time to figure out why your toilet has stopped up and also why water keeps going to the toilet and not filling the tank. As far as the stopped toilet, you may need to have the line snaked. As far as the tank, first check the flapper valve and see if it's stuck in the up position, has something blocking it from closing completely, or is defective and needs to be replaced. If the flapper is fine, next check the float and ballcock valve. The float may be set too high, be waterlogged and so not coming up with the water level and shutting off the ballcock valve, or you ballcock valve may have failed and need to be replaced.
