In quantum mechanics, there is a small probability of this happening. It is even possible for the matter in question to appear to travel faster than light when it does this (although the probability becomes small very rapidly for apparent trans-luminal motion). How does it do it? Well, the particles involved are not really localized, they are "really" excitations in a field that fills all of space. And the excitation can apparently disappear from one place and reappear in another. On a small scale, particles are doing this all the time.
