Shut down the PC.
Open the case of the PC and make sure that the power connector is fully seated on the DVD drive. They don't usually vibrate loose, but it's the first troubleshooting step to check this.
Reboot the PC. See if you have power lights now. If you have power, try opening the DVD drive using the button on it's front panel.
If that doesn't work use an Xacto knife around the edges of the DVD drawer to gently pry it open. Once you get it partially open you should be able to pull it open all the way.
Check inside the drawer for possible obstructions, and/or cleanliness.

Try opening the case and unpluging it if still nothing its dead
