It means that no matter what you do in secret --- it will eventually be found out...And YES...I do believe it.

Well, it has nothing to do with Laundry! LOL
It means that if something doesn't come to light or become apparent the first time (the wash) it will always be discovered at a later date (the rinse). In other words, if you want to hide something it's bound to be discovered!

I can't see the difference in wash and rinse.
And if someone explained the difference, I would have forgot the question by that time.
