I have the same isp and windows as you. i had a similar problem a few months back. go into norton (i have that too!) and somewhere, can't remember where off the top of my head, there will be an option for blocking changes to your home page. firstly make sure that it is off while you change it back to yahoo then turn it back on. i have mine set so it will alert me if it tries to change it and i can agree to let it do so or to block it.
if that doesn't work i'm not sure what to suggest i'm afraid but i hope that helps some.

At the top of your open Internet page click on TOOLS when the drop down menu appears select INTERNET OPTIONS - you will the see a WINDOW with GENERAL as the main tab and a small window with the internet address that is set! It should be highlighted in BLUE - just delete and enter the Internet address of th homepage you want - then CLICK USE CURRENT and APPLY -that should be it

Isn't that the page that appears after installing IE7? If so, go to Yahoo address you want as home page, then tools, options, use current, OK.
That should do it. Good luck
EDIT: One other thing it might be... check the contents of the home page and see if you have any one-off options to select. Choose these, then you're set to go. I think one of them is default search engine to use.

Dump IE 7, for the moment. Thats the start of your problems.
Its far easier to fix your options and settings in IE 6 than it is in IE 7

you can go to the internet explorer properties. Check the homepage field it should be changed to "yahoo.com" (ideally if you are directed to any other page then that url will be mentioned else it will be about:blank).....
Another option is to download iexplorer which is optimized for yahoo ..... :) hope this helps

if going to tools, then internet options, and then setting the homepage that way doesn't work then... get firefox.
