from the entrance to the house to the edge of the property is the responsibility of the owner of the house, from the edge of the property on is the responsibility of the water authority. the water authority will sometimes take responsibility within the property boundary but not always. so the short answer is the owner of the property should be responsible for the drain and blocked toilet. if he has any sense he will be insured for this anyway. give him a ring and tell him what the problem is, be assertive and tell him its a major problem and if he drags his feet say your going to have to phone the councils environmental health, that should get him going.

You are a disgusting person if you are capable of MURDERING even if what you call loud a harmless little creature than who knows what you are capable of. Your children (not that you deserve them) (especially for MURDERING their pet) probably cried for the reasons that children will cry so does that mean you beat them because they were too loud. I hope that a blocked drain is the least of your worries. You don't need another pet (or children for that matter) you need to go to a loony bin.

I hope this is your version of a joke because it's sick. Imagine the poor little thing scurrying like crazy, trying to get out, and suffering miserably while drowning on toilet water. You're a sick person if you can do that to a kind, faithful pet.

This sounds like something that happened on Nip/Tuck. They had to call a plumber to get their kid's gerbil out of the toilet.

AAWWWWWWW...You old mean thing! Serves you right.
You didn't say how long it has been since the "DEED" so if you wait about 8 hours, then plunge it, problem should 'soften up' and
" Away goes troubles. down the Drain"!

I don't think you need another animal...I don't even think you need any kids! From your past questions I just think your out for attention. Get a life and find some attention in your own home, rather than trying to get the attention of someone you don't even know. Grow up.
