Anything that changes in this world, does so at a certain rate. When, say a car, increases in speed, we say there is an acceleration. The acceleration is the rate that the car speed is changing. However a car can acceleration slowly at moment and then quickly later on. In other words there can be a change in the change of speed. If there can be a change in the rate in which things change, then change itself is not constant or permanent. In math this is known as taking the derivative of the derivative.
Another argument is that there are physical constants in the universe. For example, Einstein based his theory of relativity on the assumption that the speed of light does not change in different reference systems.
Still further religious people might argue that God does not change.
It is absolutely necessary that humans observe change. It is the only way that we can observe our space-matter-time universe. It is also the only way that we can relate to those things that are constant. For these reasons changes takes on a permanency in human thought. I think (ergo my mind changes), therefore I am.

Seems like the old adage " like a dog chasing its tail" is applicable here. change will never cease, and that is good for us, for the purpose being we are in a transitional state of being; We should make room for change by destroying ourselves every so carefully into the time of our death. Because your once youthful countenance will grow weathered and aged, your back may develop a slight bend, and you mind may not be as sharp when the body begins its final descent. It isn't good to play with the mind like that, these kinds of questions are a mark of internal confusion, or just plain silliness.

Because it is false. Some philosophers have said that there is no change in the world at all. All seeming change is just an illusion. Whatever side of that debate you take, the saying you allude to is false or it is not necessarily true.
