Also, which is the time that's considered most infertile? The days immediately after mensus or the days just before mensus?

By 'most infertile time', I meant the time which they call 'safe period'.

Also, when you say 28 days (in a perfect world), does that mean if someone has a mensus on 1st Jan, she will have the next on 29th Jan?

The average sort of cycle length is 28 days but it varies from woman to woman.There is no exact length. Most fertile time is around 14 days before the next cycle is due to start but this also depends on the woman and depends on how long her cycle is.

there is no *EXACT* time, every women is different. More women has a cycle of 28 days, but the range can be pretty wide. THe most infertile time is likely to be during menses.
